Grupos marginalizados na arena política em tempos de pandemia e desestruturação democrática

Abstract

The world scenario is marked by a sharp political crisis and unstructured by the coronavirus
pandemic. Countries where retrograde elites emerge to power have been nullifying public
social policies and, with them, disrupting States aimed at social protection. It is precisely in
this context of ruptures and exclusions that popular groups accentuate their social and political
actions of resistance, survival and transformation. Along these lines, with bibliographical and
documentary research, this article reflects on the role of marginalized groups in the political
arena by folkcommunicational means, with a language specific to their audience. And it seeks
to highlight such groups as fundamental actors in the agency process and maintaining public
policies, as well as in the articulations for democratic reconnection. It was found that social
movements emerge from this context, which in a time of global pandemic proved effective in
social practices to ensure emergency public policies and maintain collective survival.
