Abstract

This article investigates the relationship between media systems and political context, guided by the research question: how do barriers to media opening relate to the quality of democracy? Based on the Hughes and Lawson (2002) explanatory model, this paper tested the relationship between civil liberties and political rights and what the literature indicates as barriers to the phenomenon of media opening. The database by Freedom House and The World Bank Group compiles information on 194 countries. The results had empirically confirmed the theoretical prediction: economic, legal and political influence over the media, as media opening barriers, are variables strongly associated with accountability deficit.

Professor e pesquisador da Universidade Católica de Pernambuco (Unicap), coordenador do Programa de Pós-graduação em Indústrias Criativas (PPGCriativas), jornalista (Unicap), cientista social (UFPE), mestre e doutor em Ciência Política (UFPE) com pós-doutorado em Comunicação (UFBA). Foi visiting faculty Fulbright no Departamento de Comunicação da Tulane University (Nova Orleãs, EUA) e visiting scholar do Ray C. Bliss Institute of Applied Politics da Universidade de Akron (Ohio, EUA).
